NPC hang-up on the server

I have my own server, and all the NPCs are stuck on it, are they standing still and not moving? And they don’t work. What could be the problem?

The server was rebooting, the settings were reset, nothing helps.

Have you tried to roll back a previous save?

Also, You can try to reset the game settings, too.
